Title: Fox Tail

I'm making a cross-fox tail.  I want it to be pretty realistic and will be using my usual techniques.  Foxes hold their tails slightly out when walking, so I'm trying to avoid it being completely flat-down.  I also want it to be some-what stiff so that it'll hold.  However, I'm wondering if I shouldn't just let it hang flat and be more loose like my raccoon tail?  Or maybe install something so that the loose-ness can be adjusted?

Also I want to know how to dry-brush the fur so that I can get black tips, if that's possible.  Should I maybe fold the fabric and paint the fibres in rows?
