occasionally an individual will be found who is a danger to the continuum, they must either be imprisoned forever, or join the agency

2.No autohitting, this does not include attacks that would be impossible to dodge (bullets vs normal fur) nor does it include lured attacks (If they dodge left from a kick to the head, they are allowed to make a lured counter attack (based off of your movements), if you would be unable to dodge it, you don't)
3.As GM I control the weather and settle disputes, if I am involved in a dispute then my AGM settles it. if both of us are involved, the members present that day take a vote.
