The 9 is placed on the 6, then the 10 on the 5, and so on until the 15 is placed in the last empty space.

What the wise fox is really doing is counting around the circle clockwise a number of spaces equal to the number on the next card then placing the card there.

Also, notice that the sum of the numbers on the cards in each space equals 15.
