GeForce 6600

I just bought a GeForce 6600 and installed it and drivers but I got a black screen with a flashing cursor in the corner, like command prompt but it just sits there and does nothing.

I restarted Windows in last known good configurations read the manual on the disk removed the GeForce ,uninstalled the driver, and uninstalled the Raedon 9100 driver then tried to reinstall the GeForce.  Same Problem.

The moniter is definitely getting power along with the card (the fan is running) any ideas of whats wrong?

I would try booting into safe mode then changing your video driver to VGA.  Next put in your geoforce and reinstall it's drivers.  Sounds lile a video card driver conflict and this may help you reset it.
