Hmm....I don't know about over the internet, But at Barnes & Noble they have a whole book on anime and manga. I don't remember the title, but It's in the drawing/animation section.

PolyKarbon has some pretty basic stuff. And yeah, like Rune said, there's TONS of  How To Draw Manga books at just about any bookstore you've got near you (Borders, Barnes & Noble, Waldenbook, etc... Some libraries even carry them.). They're god books, too (I've got over $200 worth of 'em. o_o;'<img'>. They give you the basics as well as other good art tips for everything from perspective to costume design to animals (one of the Bishujo books even has a nice little section on animal people and stuff).

An author named Chris Hart did a series about drawing manga.  His own artwork isn't anything to write home about, but he does know what he's talking about and I know many people who have learned a lot from reading his books.

www.animenation.com as well as any western anime stores should have it.  Hell, even Suncoast sells 'em, I think.  You can also find 'em at Waldenbooks and comic book stores.

You really ought to start using www.google.com.  Look for 'anime shops'..
NYA!  =^_^=
