Program needed for cropping

Never thought I'd post in this section, but figured this would be the best place where all the artists would know.  I need a good editing program that can crop to specific aspect ratios similar to PS Elements.  I'd like a free one, and heard a lot of people talk about GIMP and I tried it.  Either it can't crop like I need or I can't find it and I can't get the help files to DL right now to search.  Best I found on it was a freeform or auto crop.  What I need, for example, is to be able to crop to 8X5 ratio to set pics on my desktop without distorting them or the edges going off screen.  That's about the extent of my needs, so doesn't have to be the end all type of program and not really worth spending much (if any) money on.
I've got a 53' tail. Truck driver by trade, professional tourist by choice.

I don't know what PS Elements is like, but I use IrfanView for my basic image editing. It certainly has a crop function, and a decent resize function. You can lock the ratios when resizing so the images don't get too distorted. I think you'll probably have to crop by hand, but it's free, and can't hurt to try, right?

It is pretty basic, compared to Photoshop, but then, it is free.

Thanks for the offer, but I found my PS Elements disk last night when I was making a final check of my old laptop bag of stuff I needed and it was hiding in a rarely used pocket. XD  So um... I guess this thread can be locked.  :-[

Oh, I'm a bit late, but in case any other fur has this predicament I recommend Artweaver. It's free-ware (just type the name in google and it'll pop up) has a variety of functions and is really versatile. It can flip, crop, adjust and do all the normal art-y stuff too. I use it about as often as I use Photoshop, usually for quick scans, crops and adjustments as it's a smaller, quicker prog to use.
