Over half of the 'service' links on the main page don't work for some reason. (I've been getting 403 forbidden errors).

Could this be due to the presumably still-ongoing server issues?

Yes. I've already mentioned all this to WS a few weeks ago and he is well aware of it. He is very busy lately and it's gonna be awhile before he can get those fixed.
