Not executing update files

Hey,
I hadn't updated the site in a while, but have been trying to do so recently. I created a new ftp user account on the control panel, as my old one was not working, and uploaded the new files.

When I tried to go to
dmbh.dragoncity.net/scratchpad/update.php it says the file does not exist, then when I tried doing a new install of a new script it didn't find that either.

Not sure what is going on, as the files are defo there.
