The only Who characters I know are Time turner and Looker. You know I should really watch some Dr. Who. I have yet to see it.

I don't even remember who she was or anything she did.
Mark of a good character there ( /sarcasm)

But this was a problem I had with a lot of Dr Who. It was... Incredibly forgettable.

Tom Baker is the best Doctor IMHO. :) I remember watching a lot of the original DW series episodes with William Hartnell, Patrick Troughton, Jon Pertwee, Tom Baker, Peter Davison, Colin Baker, and Sylvester McCoy as the Doctor.
I really can't say much about the new DW series with a lot of the new actors because I haven't seen much, if any, of the episodes. So I have no opinion to give on that.

I basically know Dr Who from his incarnations played by Tom Baker onward. Also the movies staring Peter Cushing as The Doctor. Somewhere, I have plans for a TARDIS model rocket. I also possess LP records from The BBC of music and sound effects from the series--recued from the cutout bin at Camelot Music years ago.

I have those on DVD. What I have is a set of the following:
1. Dr. Who and the Daleks
2. Daleks: Invasion Earth 2150 A.D.
3. Dalekmania - (Documentary)

Also, don't forget another Doctor too. The one played by Paul McGann in the Dr. Who made-for-tv movie special. ;) I have that on DVD as well. He was the Doctor that came right after Sylvester McCoy.
