cause the rat:
A country that's not used to capitalism. Take a good thing and turn it into a nightmare.  This kinda reminds me of history. People would buy a 'pig in a bag'. It would be an unopened bag you would get cheap. Bring it home to find a dead dog, cat rabbit or other small animal. It's where we got the saying "The cat's out of the bag."
