Basically, what I am trying to do is have an image overlap a table. (Single cell, hopefully)

In that table, I would like to have an Iframe for the body, and the image stuck against the toolbar/fully aligned on the right side.

Any help would be appericated. I have a link to the image here.

Also, on the left, at the top, I would like a tagboard, and under that, a linkbar that attaches to the bottom of the window/or floats, kinda like BL's links at the top of his pages. ^_^

You could probably do that with CSS, if I'm understanding you correctly.
Probably something like...
body { background-image:url('images/kahaminanaki.png''>; background-repeat: no-repeat; background-position: top right; }
