Getting on the List

Well, how do I get on the user list?  I have the website all setup and everything, and I've been waiting for over a month to be put on the list.

How?  Do I need to be an active member here?  Do I need to upload updates more often?  What do I need to do?  Just tell me, and I'll do it.
