Can someone assist me in adding a scrolling graphic applet, so I can show updates inside a window on my newest Furtopia site?

Would the <marquee> tag be sufficient? Or do you need extra functionality (such as stopping the scroller when the user is trying to click a link)?

I think <marquee> would be sufficient if the scroll can be slow enough for a viewer to read.

The scrolling speed depends on the browser I think, but they usually pick a reasonable default.  If you need any help to embed it in your HTML just let me know.
