IRC webclient updated

Weisseman:
The IRC webclient has been updated to use the Kiwi IRC Widget as the Java client was very outdated. If there are any issues please let me know.

Weisseman:
The widget has been replaced by a locally running version of the same software. It should be functionally identical but allow the opers to have an easier time administrating the irc.

Kobuk:
What's a widget?  :o

Weisseman:
A piece of software that can be used within a webpage.
