I have seen in the news where the Russians may be hacking into
the power grids of countries. and voting rolls.

It seems to me the best way to deal with this is to take the systmes
we depend on off the internet. Control of these systems can be controlled
by closed networks with independant operating systems. Forget windows
or lunix. This would make disruption of  services much more difficult.

Nothing is perfect, ,but allowing any connection to the internet by outside
control is just asking for trouble. The internet should have been redesigned
over 20 years ago to make hacking more difficult. The people who
set it up had no idea where it would lead, so they didn't really worry about
security that much.

If we would invest more in solar, wind, geothermal, and hydroelectric power, then maybe we wouldn't have the power system failures like we do today.
