That's a fairly easy question to answer, wolf_shadow. Anytime a person wears something over their head, on their hands, over their ears, etc. it lessens their senses such as vision, touch, hearing and so forth. When a person puts on a fursuit, their peripheral vision is cut down to almost nothing. The person can only view straight ahead out of the eyes. To view anything up, down, to the side would mean the person has to turn their entire head or move their entire body. While wearing a fursuit, you have to walk carefully and slowly and watch where you are going. It's best to have a spotter or escort with the fursuiter for the first few times in case the fursuiter has any trouble navigating and such.
Another thing that limits maneuverability is construction of the fursuit. Depending on the types of materials used, fursuits can be heavy to wear. Especially if the fursuit has padding underneath to make the character look fat.
Another consideration is health and safety. If a person hasn't had much time practicing on performing in a fursuit, then they won't be accustomed to the hotness of the fursuit which could slow down maneuverability and performance, and also the other things I mentioned.
If you want more advice, contact Party Pony as he's mentioned that he has had much experience with fursuiting for Disney.
